It’s the exchange rate, as the dollar continues to devalue, your returns gets less and less.

There's no way the $ has lost over 20% against the € in 4 weeks. The exchange rate usually doesn't even fluctuate by 2%, and currently just a few cents. I think that due to the uncertain international situation, dividends have simply been cut across the board. Even good ETF management can't really counteract that.
